As part of the pilot launch on 26–27 November 2025, the City of Wuppertal and the “More than Four Walls” project team initiated the first steps toward further developing the municipality’s move-out management structures. Based on the existing framework, the discussions focused on identifying which processes need to be strengthened, adapted or newly established to make transitions from municipal accommodation into private rental housing more reliable.
In the beginning, the pilot project will address several core areas in the coming months:
- Identifying needs and local conditions
Wuppertal aims to systematically assess the challenges experienced by residents, the municipal taskforce consisting of staff from accommodation management and social work, private landlords and other actors involved in the placement process. These insights will form the basis for further professional and structural development. - Reviewing and improving processes
The municipality plans to analyse existing procedures within move-out management and, where necessary, restructure them. The objective is to establish clear responsibilities, improve information flows and create transparent, coherent processes that support effective housing placements. - Engaging and strengthening key actors
A central component is the capacity-building of the taskforce responsible for move-out management. At the same time, residents will receive clearer information about procedures and requirements. Collaboration with landlords and additional relevant stakeholders will also be expanded. - Developing and testing a project plan
Based on the needs assessment, a project plan with concrete work packages will be developed. These elements will be tested in practice and continuously refined. The goal is to build a functioning placement structure that produces reliable and sustainable outcomes for both the municipality and the residents.
The pilot launch has provided a shared framework for Wuppertal and the project team to coordinate next steps and prepare the further development of the pilot. The aim is to design local solutions that can offer transferable insights for other municipalities as well.
